My take on the flying whales. Ok, basically when you feed your whale, it can fly. Now, about the weird glowing tatoos on their skin : No one knows how to speak Whale. So the Whale People use star dust paint to write whale words in order to communicate with those strange animals. The words usually speak a direction, a place, a pace, an altitude and an attitude.
As long as the Whale People will keep feeding their Whales, their Whales shall listen to the words.

I'll develop the Whale People's story later~ Good night !
